Is there a windows fix?  All that is shown is a Linux fix.

Correct the permissions on the files and folders it's trying to use for the attachments - it varies a bit depending on the Windows version as to how you get there, but generally the easiest way is to open explorer, find the directory and right-click for the folder settings
