Is there no way to force custom fields to display on the JIRA create issue screen rather than in the "Configure Fields" list?

This is likely another case of me being blind to the obvious but...

Since upgrading from JIRA v4.1 to v5.2, fields that are meant to be immediately available to users on the "Create Issue" screen are now hidden in a list accessible by a "Configure Fields" button. Is there somewhere to specify which fields must be on the form initially?

Not by default I guess. But once a user select the fields or click 'All field', that is saved for future creations.
