Issue Operations Plugin: The difference between "operations-delete" and "delete-issue"

One of my project requirement is that issues should not be deleted. The project is a JIRA Service Desk project and as you know it is not possible to revoke the permission "Delete Issues", because the permission scheme for Service Desk projects requires this permission.

My soloution should be to hide the option link for deleting an issue in issue view. Now I don't understand the difference between the both modules "operations-delete" and "delete-issue" of the Issue Operation Plugin?

I know that using bulk operation allows still to delete issues.
