I'm trying to upload a JIRA-add on from Tenable as
per https://docs.tenable.com/other/Tenable.io_Plugin_for_Jira.pdf
Looks like Atlassian JIRA gives an option to upload the file from the url
I get the following error message when provide the upload url:
Problem accessing the file https://www.tenable.com/downloads/integrations/tenable-jira_plugin-1.0.1.obr.
What could be a cause of the issue?
Ok, as I thought. You are on Cloud.
The file you are trying to upload is not a "Connect Add-on descriptor", it is a file providing a plugin App. These cannot be added to Cloud, it only accepts Connect based Apps. You need to give it the url for the connect descriptor for the service you are trying to add, not the installation file for the Server App.
Go to the marketplace, find Tenable, and select the Cloud version (if there is one)
Tenable advised that Atlassian JIRA Cloud is not supported at this time.

My guess is that you are on Cloud where you can not upload files for Server Apps, but instead are supposed to point to the connector for a "connect" add on
