We're thinking of separating out JIRA instance into two:
* one for particular work with tickets/project management and so
* another for administration all that stuff, also to be able to sync it to prod instance
We're experiencing huge load on JIRA application whenever we do any of administration tasks: opening the list project/fields or something heavy. That definitely affects our internal users, as well customers. Normally, when no administraion is done on application side, our instance works flawlessly.
So we came up with an idea to seperate administration from daily users routine. Perhaps someone could advice on this one something? Or any known implementation.

I think that this may be hard to do out of the box. For your general performance issues, if you have a valid JIRA license, you can contact us for support and we can try and identify and resolve the root cause of your slowdown.
Another option is something like this plugin: https://marketplace.atlassian.com/plugins/com.botronsoft.jira.configurationmanager Though I have never used this plugin myself before, so please don't take this as an endorsement, just something I found which seems to do what you want.
