We have JIRA server with 2000 users. We are having performance issues with that server. The current configuration is
CPU - Dual 2.13Ghz
Memory - 6GB
OS - Windows Server 2003.
We are planning to migrate to new server with Windows Server 2008. And what is the memory and the CPU suggestion for this ?

As Nic stated above, without knowing the performance symptoms, it's hard to tell what we must do to troubleshoot.

It might be a good idea to have a look there in first place.

Without knowing what the performance problems actually are, it's hard to say how to fix them.
Vasiliy already answered the second half of your question. The move might fix the problem if it's down to lack of server resources.
