Is there is a way to restrict access of some Issue types/Workflows for some Agents in the project?

You can first create an issue level security than set this in Create post-function depending to the issue type.
Ex;
Than each group can see only the issues related with their security rights. But keep in mind that portal users shouldn't lose their access after creating it.
Please also check the jira service desk permissions.

Go to Issue Security and create a scheme then create the issue security.
