JIRA attachment not opening after server migration

I am getting com.atlassian.jira.issue.attachment.NoAttachmentDataException: AAttachment does not exist in the file system. But when I am opening the folder I can see the attahcement is there but the id of the attahcement has changed. How can i fix this.

Do you moved attachments to the new server? (see 2.4 here https://confluence.atlassian.com/jira/migrating-jira-to-another-server-151126305.html)

It is also worth checking that the folder location did not alter during your server migration.
