We execute the Jira PlugIn "Attach PDF" (Bette PDF) on a transition in the Workflow.

Is there a way to create the attachment using a SIL function and calling that function instead?

Yes, in SIL we have dedicated attachment routines that could add attachments automatically using the path to an attachment or URL, also it`s possible to add attachments from the email. Or add validators/conditions that check if an attachment was added at some point. But if you mean generating some pdf file based on some information - unfortunately there is no inbuilt functionality for that. However, if this can be done using Groovy, you may be interested in combining Groovy and SIL SIL Groovy Connector Running Groovy Scripts in the SIL Manager
