Jira/Jira Service Desk customizing view buttons

How do I go about having the approve AND decline buttons visible next to each other on the view page?

Currently Approve is clearly visible as a button, howeer Decline is the top option in the More button next to Approve, along with Assign, Log work, move, clone. etc.

I think this documented answer both provides some background as well as step by step instructions on setting the opsbar-sequence property to customize the transition button order.
