Jira Plugin Development CSS File

Creating a plugin that when a button is pressed, the CSS on that page changes.

Still working on figuring out how to add a button but currently trying to test this with a dropdown.  

But stuck on how to implement the CSS file on click with the web item in the XML file.

Calling it on the resources but I only want it triggered with selection of the web item.

Is that possible in the XML file or do I have to create a JS file?

You will need to use JavaScript to apply the CSS change on button click.
