As jira admin I had no problem setting up and connecting a Jira project to a channel but project admins are not.
I thought that once the global connection has been established then users wont need to authenticate anymore but it looks like a new connection needs to be established for each project?
Project admins are asked to confirm their slack account and thats where all go wrong.
So it looks like every Project admin needs to install a new version of the APP

Hi yes.
I wasnt sure I would get a reply here so I created a support ticket aswell.
The solution was simple. Just approve the app so that anyone can install it. Its quite misguided since I did already install it and didnt think anyone else would have to install it. Also this part was lacking from the guidelines that the app had to be approved.
