Jira Universal plugin Manager bug

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

When I browse to the Universal Plugin Manager in our Production Jira version, it shows in the Upgrade list plugins that we have never enabled in our production server but have only downloaded and enabled in our development and test servers ie these are normally plugins we have tested and rejected as broken or unwanted. Why are they appearing in our list of upgradeable plugins when they dont actually exist in the production version. Example shown in screenshots.

There's no screenshot. They must be in production somehow... try doing a "find" in the jira home directory and grepping for a bit of the plugin name.
