Jira-administrator who can manage only roles and user, but not workflows

Actually i am a jira administrator. I want to create another jira administrator who can only manage roles and users but that new JIRA wont be able to handle workflows and other options. 

Is possible to create that kind of jira-administrator?

Hi Gonzalo,

No, it is not possible to create such group who can only manage roles and users. Permission is controlled through JIRA Global Permission

By the way Project Roles and Users can be managed by Project Admins, so if you grant particular user or group project administration permission they can manage users under roles. Although Adding users to groups is still manage by JIRA admins.
