Jira had problems starting up

I just want to ask why this error happens when I launch the jira?

Hi @Mkurama 

This could be due to corrupt plugin cache. Try the following

  1. Stop the JIRA instance
  2. Make a back up of
    • JIRA_HOME/plugins/.bundled-plugins
    • JIRA_HOME/plugins/.osgi-plugins
  3. Delete
    • JIRA_HOME/plugins/.bundled-plugins
    • JIRA_HOME/plugins/.osgi-plugins 
  4. Restart JIRA

To stop JIRA instance I have to stop it from services right?
