One of our user is facing a peculiar issue.Even though the workflow of the issue says that on creating a ticket it should get assigned to the current user it gets assigned to the component lead /project lead.
This happens only if logged in using his id and password.never happens for any other user.he has all the required access and even after refreshing the data this continues to happen.

Sounds like the current user doesn't have all the required access - specifically, this is exactly what happens if the creator does not have the permission "assignable user". If they do not, then they cannot be assigned the issue and Jira is reverting to the rules for automatic user.
Check the permission scheme again.
