Jira licence versus agile

Hello,

We have 200 potential users for Jira using it for bug tracking, when only 100 of them are potentially active on Agile (ex Greenhooper) & Zephyr( test management)

Is it possible to have a 500 users hundred licence for Jira working with a 100 users lience for Agile & Zephyr ?

No, the licence for most add-ons must match the number of licenced users in Jira (I'm not 100% sure Zephyr does that, but I think it does. Agile definitely needs to match)
