Jira menu items disappears

I noticed strange behavior: JIRA menu items disappears. 

On the screenshots - menu bar on the same page with difference it was taken before and after page was reloaded. Item "Test rail" disappeared. The same thing happened to menu item by Checklist-plugin. 

Could anyone told me please, why this happening?

Do you have an administrator who may be changing add-on settings or your permissions to use them?

Are you on Cloud or Server?

We on Server. There are few administrators in the system. Visibility of this items can be configured on project level?

Not the checklist.  But you should ask your admins what they are doing.
