Your current Jira Software license doesn't allow you to upgrade to this version of JIRA (9.16.0). Jira Software expired on 21/Apr/23 7:30 PM, and you can currently only upgrade to versions released prior to this date. Alternatively you can renew your license at my.atlassian.com which will allow you to upgrade to this version of JIRA (9.16.0). You can enter your new license here.

What exactly is your question?

If you allowed your Jira Server license to expire, then you can upgrade only to versions that were released prior to the date your license expired. As per this document:

...the last version released prior to 21 Apr 2023 was 9.7.1, so that would be the newest version to which you can upgrade without getting a new license.

Sale/renewal of Jira Server licenses has been discontinued by Atlassian as of February 2024, as per this documentation.

If you want to upgrade to a newer Jira product version than 9.7.1 you will need to purchase a Data Center license. Or you can consider migrating from self-hosted Jira to software-as-a-service Jira Cloud.
