Making user inactive doesn't reduce license count

We are using Jira on Self Hosted platform. We have a limited user license. When user leave the system we want to make them inactive. But by making user In-Active and removing them from all groups doesn't reduce used license count. 

So the option left is:

  • to assign all issues to some other user
  • Change all reported issues 
  • Delete all comments posted by user one by one ( which is painful task)  

Kindly suggest whether there is any easy approach to make user inactive and reducing license count.

Removing the users from the user groups assigned to the Applicaction through Application Access. You should be able to see them in secure/admin/ApplicationAccess.jspa.
