I am having similar issue as https://answers.atlassian.com/questions/158677/not-able-to-add-transition-to-resolved-step-workflow?page=1#167539 and my workflow scheme is associated to 1900 projects. So I need to manually associate the 1900 project to new copy workflow scheme.

This new feature will be implemented in v6.0
Altough, the last comment indicates a plugin for this, that could be exactly what you need:
