What does this message mean? Do I need to resolve this?

The message is a bit missleading and there is an improvement request to change it: JRA-17679.

If you are trying to change the issue type of an issue maybe the new one requires a field to be filled that you don't have in the other issue type.

Are you trying to change the issue type of an issue ?

If yes then the issue type you want to change to should follow the same workflow.

You need to check the field configuration of your current issue (it's determined by project and issue type) and work out why there are no other issue types like it.

If I remember well, you cannot edit the issue type if you do not have the same workflow at the base. You need to move the issue from one workflow to the other.
