Missing admin button

Jira 7.4.0.

For one of our agile projects the Project Lead does not have an Admin button on the issue screen, despite 'Project lead' being granted permission to 'Administer Projects' in the associated permission scheme.

Any idea why please?

The button should appear for anyone with Administer projects.  Are you 100% sure it's the right person and the permission scheme is correctly associated with the project? (There's three "nic"s in our tracker, hilarity ensues when they pick the wrong one of me...)

That's strange, the person is the Project Leader and the project's permission scheme allows that role and that user by name to 'Administer Projects'. Extended project administration is enabled.  But he doesn't see the Admin button.
