Mobile HTML view without enabling the Mobile App?

We just upgraded to Jira 8.13 and my company is not quite ready to roll out the new mobile app. As documented, we disabled both Mobile Plugin for Jira and also Jira Mobile.

Today one of our enthusiasts asked if we could re-enable the mobile HTML view. Are we stuck?
