My question: Is it possible to send bugs/issues to a different instance of Jira on a file basis? Or alternatively and better: sync 2 Jira DBs this way?
The UseCase behind this is, that we need to send bugs (bug data & attachments) to somebody who does not have direct access to the Jira server at all. I'm serious: Carrying around a portable HD is OK. Any kind of direct access is not. Still, we need updates on bug status, comments, etc from this external party. Setting up two Jira installations is not a problem, but external hosting is out of the question - security concerns...

Hi Chris, did you try JIRA Client? This is one of the cases that we specifically targeted in that rich desktop client. It works similar to a version control system - you first download stuff from JIRA, then you can search and make any changes - offline, then you can upload and sync back when JIRA is available.
It's not completely the same solution as two JIRAs in sync (which would be a very tough thing to do, if both JIRAs are writable), but quite a few our customers use JIRA Client in exactly the same situation as you describe: for example, set it up its work directory on a USB stick, pass it over somewhere, work there, then pass back and sync.
