While sending notification on JIRA, users that were already present before jira update 8.4.1 received the notifications but users created after the upgrade didn't receive the notifications.
When analysed, the new users were having id as JIRAUSER## and old users were having their user ID itself.
Do we have any alternative to sending notifications without using the user ID?
