Non SSO service account for Jira Integrations

Is it possible to create a standalone service account to use for integrating other products into Jira when using SSO such as G Suite for identify federation? 

A number of our 3rd party services require a Jira Username and Password for an administrator account in order to interface with our Jira cloud. Using SSO credentials does not work and I am not able to create a stand alone user on our Atlassian account.

Has anyone had any luck with this?

Wow this is a big limitation.

 

I don't think I can setup the codacy integration otherwise, as we use SSO.
