Notification Scheme - How to send a notification if an issue link is updated

How do you configure a notification scheme to send a message if an issue link is updated for a particular issue?

On that note, is if you update an issue link for a particular issue, is that considered an issue updated event?

I do not believe you can issue a notification from a linked issue change, as the event must be with the parent issue and not children.

never the less, documentation exists and I could be missing something :)
