I am aware of several previous discussions on this topic, however, I have found these discussions to be somewhat high-level.
Here is what I want to do within our environment: Simply allow developers to link all check-ins/commits to assigned Jira Tasks. I simply want to use TFS as our code repository and nothing else. All work items, of all sorts, will be created and managed within Jira and Jira alone.
What is the best practice to accomplish this?

If I have understood your question correctly, this is your use case:
- The developer commits against a ‘workitem’ in source code repo (in you case TFS).
- The commit is successful and the status of the commit synchronizes to JIRA.
If my understanding is correct, there are out-of-box integration solutions such as OpsHub to help you with implementation of such use cases.

We ended up making use of a component called TFS4JIRA and it is working perfectly for our needs.
