On the Create Issue screen, can you force it to "all" instead of "custom"

Is it possible for me to force the default view in the Create Issue screen to show "all" fields instead of "custom" fields?

 

For example:

 

How can I make this default "all"?

There is a way to hide the 'Configure fields' option though.
