While we want jira administrators to be able to add and modify entities, our company does not want any projects deleted as we have to preserve the historical records for 7+ years per contracts. Is there a way to disable the delete projects functionality for jira administrators?
As a side note, can a macro be created to supersede the global permissions?

You cannot take away the ability for a global Administrator to ‘delete’ a project, However we do have a feature request to add this in that I would recommend adding your vote on to help us track interest per the Implementation of New Features Policy, viewable here:
An option you could look into would be ScriptRunner's Hide UI Element Built-In Script functions that can be used to disable the delete project element under the project settings here:

This would reduce the visible footprint of the delete option a bit, But I am not aware of an option to hide the Delete project under the "Admin >> Projects >> View All Projects" page so this option would still be present for Global admins using this method:
