Hi Juby,

There is a built in Workflow Condition called Sub-Task Blocking Condition.  This condition blocks parent issues from transition depending on the sub-task status. 

Take a look at Advanced workflow configuration for more information about Workflow Conditions.

I wanted to know how to close parent issue, if and only if all links are closed. Links include child and other relations.
