I have the following situation:
Allow access to a specific user in jira, in which he can have access to:
- View Jira for project 'test
- Creating an Issue
- Issues Transitioning from one status to another within the Jira Agile.
Disallow:
- Do not visualziar Issue no example of a particular design project "test"
- Unlikely to achieve Create an issue in a particular project, eg "test"
the first aprte I got, but was unable to deny these specific Issue.
could you help me?

You should create a Project Role to be used in your projects and configure this user to not be in the project role for test.
