We are planning on implementing Demand Shaping for a Kanban team in Jira.
As part of that, we would like to be able to set limits on the # of issues with an Expedite Class of Service.
Is this possible to implement in Jira ?

asuuming I got you right a suitable feature should be "Work in Progress" WIP limits within Kanban board.
Please check according to the following guide if it meets your needs:

The amount of issues itself is not limited within a Jira project.
