You say you are using Jira Server, so the first thing to look at is your application logs, it is very likely that there are errors being written into there, ones that can tell you a lot more than this code you see on-screen.

Get a copy of <jira home>/logs/atlassian-jira.log and match up the time you got this error on-screen with what Jira was logging in that file.  (Actually, as you say "whenever you open s project", that implies you can trigger the error on demand, so it is probably easier and quicker to simply "tail" the current log (read it in real time), trigger the error, and read through the errors that get dumped into the log!
