I have been told that my Plug-in license tier must match my Jira license tier. My question is why are there Plug-in license tiers that don't exist for Jira? Example: Jira Data Center minimum upgrade in license quantity from 500 is 1000. Why do Plug-ins offer Data Center tier pricing for 750 licenses?

A plugin/app is indeed licensed based on the highest product tier in your instance.
However, in an instance where you have both Jira Software and Jira Service Management the app could be licensed against one or the other.
Meaning if you have 750 JSM agents but only 500 JSW licenses, the app will be priced against your 750 agents but all users will be able to use it.
Since JSM and JSW have different tiers the apps vendors need to be able to offer all possible tiers for all products.

The difference might be so you don't pay for the users you don't have yet.
500-1000 users growth and plugin 500-750 will leave you room to save on some plugin price.
But it might be worth asking Atlassian about this. So far, I haven't found an answer in the community as to why this is like this.

Unfortunately that's not how it works :)
Sadly even tho you don't have that many users yet, if your highest licensing tier is 1000 the app will also be priced against 1000.
But as I mentioned JSM and Jira have different Datacenter tiers and you can mix and match those on the same instance. The highest one of those will always be the one you pay your apps for.

Seems a bit weird plugins have a mid-tier between 500-1000. because you will always be billed don the highest tier.

Well not really.
If you would have 500 developers (because Datacenter starts on 500 Jira licenses) and 750 JSM Agents there you would need the 750 tier for the app too :)
