Pre-populate read-only data in custom fields prior to issue creation

Are there any plugins or custom field configurations that allow us to pre-populate read-only data prior to issue/ticket creation?

We want to display a table or list of data prior to issue creation.
Script runner supports this feature but it is unavailable before opening issues/tickets
