Prohibition to create link between issues in different project

I need to prohibit creating a link in one specific project (Project1) for all excluding one group. And I did it with its permission scheme. But users is allowed to create links to issues in Project1 from issues in other projects. And I cann't restrict the creation of links to all projects in system. How can I prohibit creating out and in links for issue in Porject1 including link across different projects?

Any help would be greatly appreciated.

You can't do this.  The point of a link is that you can link to anywhere, you can't limit it.
