I would like our players to be able to interact with the bugs by commenting and upvoting bugs but they would have to be logged in.
However, it looks like that if you enanble self-signup all accounts created count towards the license and we would have thousands of players most likely.
We're just a small team of 3 developers and can not really afford thousands of euros to just have a community driven bug tracker.
Is there any way to have it so users can register and login but not count towards the license?
It seems like it is possible with service desk?

That's the case, you need to create a Service Desk project and allow your customers to sign up using the customer portal, not jira.
