Ability to create a configurable UI elements in JIRA

Hello community!

Is there any method (mb 3rd party solution) to create a configurable UI elements in JIRA?

For example: as a project admin I want to create a new button(macro)/tab/panel for particular project's issue type in a few clicks. It should be possible to bind some actions on the button (e.g. comment issue+change the status + add the labels). It should be possible to place these buttons (macros) on the tab/panel created or a view screen.

Important: the solution should not be based on any scripting, because, in our case, project admins are not a technical experts OR have no time to create a custom solutions which are based on Script Runner Fragments or any addons, which have no user-frienldy interface.
