Ability to send SMS from JIRA?

Here's 2 options:

pagerduty.com which has SMS and Phone calls.  This is a paid solution, but it works well depending on what you want to do.  

Alternatively, here's a format that you can email to individuals cell phones.  Each of us has an email address that will route to our providers:  http://coghlancapital.com/textaddress

You need email to SMS solution. Most likely your GSM provider already have one. Or you can buy SMS gateway. Then just send from JIRA notifications to that email.
