×Is there a way to add more roles to the global permissions and have them customized to one's needs? Something like an administrative role but with less privileges?

Thanks Nic, but we are not sure if it addresses our need. What we need in detail is for project leads and some other roles within a project to be able to creade custom fields and assign them to the project configuration. Is that possible?

JRA-3156 is about delegating permissions to do admin stuff to lower levels. In other words, exactly what you're asking for...

You can't do this.
Role memberships are per-project. It's not a global thing.
If this was allowed, it may even cause security issues as well. For example, how would it be if a project manager was able to grant JIRA system administration permission to a client in his project?
