If you are looking into adding users in Crowd's internal directory, which is mapped to your Jira instance here is documentation you may follow: https://confluence.atlassian.com/crowd/adding-a-user-18579611.html just create user in a directory that is mapped to your Jira instance.

Yea I don't have any top nav. My jira doesnt look like that. How do i get it to appear like that? mine looks like this: Is there a way to change it back to the old view so I have access to the top nav?

Everything that was in the top navigation bar is in the left bar somewhere, and there is no way to way to change back to the good navigation without moving to server.
Your left navigation bar seems to be missing all the admin functions though, so I don't think you have the rights to add users. I suspect you need to talk to you admins.

You can add users in the project settings.
Go to -> JIRA administration -> Projects -> project settings -> Users & roles -> Add users & roles
