When in advanced search and you click 'Create Issue' the dialog pops up but the advanced search textarea is placed over the dialog. See screenshot.

This is an IE only issue.

This seems to be a known issue in Jira with IE8 in compatibility view. See this issue: https://jira.atlassian.com/browse/JRA-27679

Compatibility mode is not supported for Jira so make sure you disable compatibility view for Jira via IE8 Tools menu -> Compatibility View settings.
