Why I need this. User select existing service or enter new service, when user enter new service it will automaticlly added to the list of existing service. Is this possible in Jira
Maybe something like the nFeed plugin is what you're looking for.
It can populate fields based on a variety of data sources, including other issue fields.

I'm sorry, I misread the question.
One of the database value fields is the best answer here - they can be pointed at the content of another field within the Jira database.
Be warned though, if you point one at a free-text field, you will need to keep a close watch on the usage. If users add too many data items, it will rapidly become unwieldy and useless.
