is there a way I can bulk move the worklogs logged on an issue to another issue ? ( by bulk move I mean about 3 months worth of work logs of an issue by 30-40 people to another issue ).

This is not supported in the current Tempo Timesheets version, but iwe do have an issue about this in our Tempo Timesheets Project (https://tempoplugin.jira.com/browse/TT-1108)

some one deleted a ticket and I recreated it because recovering deleted tickets require many steps. The ticket is not important. However, I need to move the work logged to the new ticket. Any advice?

While waiting for such feature to implement, you can use the script that I wrote. It can bulk migrate worklogs between issues, selecting them by date, description, author, etc.
