When I first created my board I was able to assign anyone an issue. I now cannot assign anything except to myself or make it unassigned. The project is broken down into components with assignees for each and shares a permission scheme with three other projects, but they do not have components.
I have checked the permissions many times, but they seem to be okay.
So after changing permission schemes and then opening the project up to the entire user base (luckily we are a smallish company) I found that the error was lying in my screen configuration. I did not actually have ASSIGNEE on the field tab but because it is displayed (by default) it was showing up, just not letting me assign users to the tickets.
I put the assignee field on both of my projects fields and then reconfigured by permission scheme for the project to only allow users and system admins to make changes.
This is for cloud.

I'm having the same issue but it is only happening on closed tickets. We were able to assign closed tickets earlier today. Our workflow is NEW -> IN PROGRESS -> RESOLVED -> CLOSED -> DEPLOYED UAT -> DEPLOYED PRODUCTION
