×I want to grant users who have a license in another companies instance into our instance and or sync projects between the two instances.

You can add users from the other company to your Jira instance but due to privacy and security reasons it is important to consider that:
- additional users will be counted toward your license and might raise the product costs
- it's crucial to make sure that these users have access only to the authorized projects and information. Properly managing project permissions and Issue Security feature might help you to achieve that.
If your business partner works on Jira as well, with 3rd party plugins you can easily create a secure and complex synchronization between two or more projects you are working on. All the changes made on the issue in Jira A can be then automatically reflected in Jira B - field values and status changes, comments, or attachments.

I'm curious to see some of the other answers you'll receive. However, you can try inviting users from the other company into your Jira instance.
Another approach I'd recommend is trying the Atlassian Marketplace.
One app you can try is Visor. It's secure, free, and has two-way syncing to ensure project data is always up-to-date. You can create a new workspace outside of Jira and have one place to collaborate on your Jira projects together.
