Can i see the name of the person who has created a release version in JIRA?

Yes, it can be done if you have Audit log enabled in JIRA.

How abt in Jira Cloud, is there a way I can see who created a release version?

Cloud:

As an Admin

Settings > System > Audit Log > [Contains text] Version

I honestly cannot recall if I had to enable Audit Logs but I know I can change the settings to retain 1, 3, or 6 Months.
