I extracted the list of inactive users from DB, I will found almost 1000 inactive users.
My questions are:
1) should we clear these "inactive" users from our DB? Are there any benefits to keep them? what is the impact these users are cleared from the system? Will those inactive users still consume a license or not?
No. If you delete inactive users, you could damage or destroy the history of your system. In general you should ignore inactive users, not delete them. They don't count towards your licence, can't log in, and can't be added to issues (but they can still be searched)
NEVER delete them from the database, you will do all sorts of vile damage and possibly render your system unusable. If you do want to delete, do it via the UI - this will stop you deleting users whose removal could do damage.

Inactive users don't count against license. When user becomes inactive, you can still see the existing issues which were assigned to him/her. So you can keep tracking.

I think looking at data protecion regulations it is not a bad idea to remove users from any historic data collection once they are gone. WEther the system is able to do this is another question.
However, especially if we look at test systems it maybe nice if those old account names would not pup up in for example exports since they are supposed to be deleted after we have deleted them.
